An Act to regulate the conditions of work and employment in shops and commercial establishment and also to the establishment s for public entertainment or amusement in the state of Assam.
Rules 49- Renewal of certificate of registration
An application for the renewal of a Certificate of Registration shall be submitted in the prescribed From ‘O’ within three months after date of Expiry of the Certificate Registration or the Renewed certificate of Registration, as the case may be and shall be accompanied by the current Certificate of Registration together with the original copy of the treasury challan depositing such fees as are prescribed in Schedule I and the Chief Inspector or the authorized by him in this behalfshall on being satisfied about the correctness of the statement ,issue the renewed Certificate of Registration in the prescribed Form “Q” after making relevant entries in the appropriate part of the Register of Shops and Establishment.
Description of the Process
The process flow consists of five (5) steps viz-
Steps 1:- The business entrepreneur (applicant) shall get ready according to the check lists.
Steps 2:- Fill up Form ‘O’ according to the guidelines which is available in the Department Office/Website
Steps 3:- The filled up application completed in all respect and the prescribed fees deposited either through treasury challan in the specified head of account in the Govt. Treasury or through “e-payment” along with the required documents are to be submitted to the ‘Facilator’ or the Registering authority.
Steps 4:- Submitted Form and documents are verified by the Registering Officer and are officially processed.
Steps 5:- (a) If the applications is found to be correct in all respect than the application is accepted and a Certificate of Registration is issued to the applicant.
(b) If the application is found to be incomplete/incorrect, than the application is rejected with a reasoned reply to the applicant.
Any entrepreneur/applicant should possess the contractual agreement with the Principal Employer and Form VI authorization before applying for the license.
If the entrepreneur or applicant engages five (5) or more Interstate Migrant workmen in the contractual work.
a. The relevant information in Form “O” in (duplicate for manual submission) is to be filled up in Block Letters with Black Ink.
b. List of Directors / Partners should be stated in the Form “O” or in the letter head signed by Employer or the Authorized Signatory and annexed along with Form ‘O’.Signature is required only for manual submission of application Form.
c. List of Permanent / Casual / Temporary / Probationer / Contractual should be stated in the ‘Form’ or in the Letter Head signed by the Employer or by the Authorized Signatory and annexed along with Form ‘O’.Signature is required only for manual submission of application Form.
d. The application for periodic renewal of the Certificate of Registration of a Registered Establishment should be done within 3 months after the date of expiry of the Certificate of Registration or the Renewed Certification of Registration as the case may be and shall be accompanied by the current Certificate of Registration.

Mode of Payment: The requisite fees according to Schedule-I should be deposited through treasury challan in the specified head of account or through "e-Payment" when it is notified and functioning.
The Heads of Accounts under which the receipt relating to the fees for Renewal of Certificate of Registration shall be credited is “0230- Labour and Employment 101-fees under the Assam Shops & Establishments Act, 1971.
The Local Labour Office according to the place of work where the contractor will execute.
