Checklist:

  • A duly filled up application in duplicate in prescribed Form “13” signed by the employer or the authorized signatory. Signature is required only for manual submission of application Form.
  • The original copy of the Treasury Challan depositing the requisite amount of fees as prescribed under Assam Rules-2 (G) in the specified Head of Account (“087”-Labour and Employment Receipt under Labour Laws – Fees under Plantations Labour Act, 1951) or through the “e-Payment” when it is notified and functioning.
  • Xerox copy of Registered Land Documents.

Overview

An Act to provide for the welfare of Labour, and to regulate the conditions of work in plantations.

Registration of Plantations

Every employer of a employer, existing at the commencement of the Plantation Labour (Amendment) Act, 1981 shall, within a period of 60 days of such commencement, and every employer of any other plantation coming into existence after such commencement shall, within a period of 60 days of the coming into existence of such Plantations, make and application to the registering officer for the registration of such plantations.

Eligibility Criteria:

Any entrepreneur/applicant who is the owner of a plantations of five hectares and 15 workers working in the plantation.

Overall process flow for the Service

Process Flow

The process flow consists of five (5) steps viz-

Steps 1:- The business entrepreneur (applicant) shall get ready according to the check lists.
Steps 2:- Fill up Form '13' according to the guidelines which is available in the Department Office/Website
Steps 3:- The filled up application completed in all respect and the prescribed fees deposited either through treasury challan in the specified head of account in the Govt. Treasury or through "e-Payment" and along with the required documents are to be submitted to the 'Facilator' or the Registering authority.
Steps 4:- Submitted Form and documents are verified by the Registering officer and are officially processed.
Steps 5:- (a) If the applications is found to be correct in all respect than the application is accepted and a Certificate of Registration is issued to the applicant.
(b) If the application is found to be incomplete/incorrect, than the application is rejected with a reasoned reply to the applicant.

Guidelines for Filing up the form

  1. The relevant information in Form '13'in (duplicate for manual submission) is to be filled up in Block Letters with Black Ink.
  2. The application for Registration of a Plantation should be made in duplicate to the Chief Inspector of Plantations. Signature is required only for manual submission of application Form.

Fee including the payment mode

The requisite amount of fees as prescribed under Assam Rules-2 (G) shall be paid into the local treasury under the specified Head of Account (“087”-Labour and Employment Receipt under Labour Laws – Fees under Plantations Labour Act, 1951) or through the “e-Payment” when it is notified and functioning.

Fees:- A certificate of Registration for a plantation shall be granted by the Chief Inspector in Form No. 14 on payment of fees on hectares of land used or intended to be used for the purposes of plantation as indicated below–

Important Timeline

1. After verification if the application is found to correct in all respect than the certificate of registration is to be issued within 15 days from the date of receipt of the applications.
2. If the applications is found to incorrect than rejection with reasoned reply to be issued within 15 days.
