The Commissionerate of Labour, Assam introduced the Motor Transport Scheme with a threefold objective of providing disability benefits, offering financial assistance for accidental death during employment, and linking registered beneficiaries to health schemes for treatment of critical diseases such as kidney diseases, cancer, neurological conditions, burns, neo-natal diseases, and cardiovascular diseases to the eligible beneficiaries under the scheme.

Government of Assam, being committed to the welfare of the Motor Transport Workers has notified the ‘Assam Transport Worker’s Social Security Scheme, 2022’ vide Government notification No. E229149 dated 13th February 2023, to safeguard the interest of the motor transport workers of the state.

The Assam State Social Security Board (Board), constituted under the Unorganized Workers' Social Security Act, 2008, is responsible for implementation of this scheme. The benefits will be paid out from the fund of 1% CESS collected from Registration Tax in addition with the existing Tax on purchase of Commercial Vehicle registered under Assam Motor Vehicle Act, 1988 and any other fund as specified under the notified scheme.
